to have everything concluded up to date within a short period

from the present time.

Returns have been collected here under the

heads adopted in the forms enclosed in your Circular Despatch of the 6th of December, 1915. Each heading is divided into three classes. (1) In respect of persons residing or carrying on business in enemy territory; (2) in respect of enemy subjects in China etc., or persons in territory in hostile occupation; (3) doubtful cases where the nationality, domicile or address is uncertain.

The Returns so far received under these head-

-ings so divided are shown in the enclosure hereto. Returns by liquidators of German firms are not included. They await the approaching conclusion of liquidations.

The amount already invested in the War Loan includes surplus assets and amounts due to secured creditors who are memies. There are a few leasehold properties of firms in liquidation still unsold.

I hope to be able to forward returns to the

Public Trustee next month.
